Minister Sean Sherlock Addresses Skills Shortages in Micro Electronics

The micro-electronics sector is well positioned to support Ireland's economic recovery efforts. There are several multinational micro-electronic companies based in Ireland including Intel, Analog Devices and Xilinx, as well as a small but growing base of indigenous companies. IDA Ireland continues to secure significant wins in FDI investment, a significant portion of which is due to the strong research base that Ireland has built up primarily through Science Foundation Ireland and the Programme for Research in Third-level Institutions over the past decade. There is a very strong human capital capacity in the micro-electronics sector in Ireland, which reinforces our offering to FDI companies while also simultaneously enhancing our tradition of excellence in this area.

I thank Deputy Troy for raising this matter. I have some sympathy for his position as I understand the frustration of any Deputy who represents areas outside of the large urban conurbations when it comes to attracting inward investment to their business parks. I too have had words with the agency when it comes to its policy of attracting inward investment to places other than the larger urban conurbations.

While the areas around which public R&D budgets have been oriented to date (ICT, biotechnology, aspects of energy policy) were appropriate for building a broad base of national expertise in fundamental, underpinning science and technology we now need to leverage the strengths that have emerged from the investment that has taken place. We need to target investment so that we have critical mass in areas that link more precisely to sustaining or growing jobs.

Like many in the international community, the Government has been closely following events in Egypt in recent days in the run-up to historic parliamentary elections which are due to get under way on 28 November. We all recall the events last February in Tahrir Square which proved so inspiring, when the discredited government of former President Hosni Mubarak was swept away in an impressive demonstration of people power. In the intervening nine months, Ireland and its EU partners have been monitoring closely the transition to democratic rule in Egypt. We have been offering all possible political support and responded positively to requests for practical assistance. It is recognised that, as in other countries undergoing democratic transformation in the region, the uprising in Egypt that ended President Mubarak's rule was a genuinely popular one, drawing support from all sectors of society, and that it is for Egypt itself to determine the pace of its own transition and how the international community can best assist.

The Seventh EU Framework Programme for Research and Development (FP7), with a budget of over €50 billion for the period 2007 to 2013, is the EU's main instrument for funding research and development in Europe. In order to extract the maximum benefit from the opportunities available within FP7, a National Support Network has been put in place, headed by a National Director for FP7 based in Enterprise Ireland who leads a team of national contact points for various elements of the Programme. This support structure ensures that a coordinated and coherent approach is adopted towards FP7 across all of the Government Departments, agencies and other organisations involved. Through this support structure, a mix of guidance, advice and financial assistance is available to encourage researchers and companies, large and small, to avail of the opportunities within the Programme.

Link to this Access to certain social insurance payments, which are based on PRSI contributions, differ between employees and the self-employed. While employees and the self-employed are liable to PRSI at the rate of 4%, employers also make a PRSI contribution of 10.75% in respect of employees, bringing the PRSI payment in respect of employees to a combined 14.75% rate per employee under the full class A rate. As a result, ordinary employees can build entitlement towards the full range of social welfare benefits based on the higher level of contribution. Class S self-employed contributions provide cover for long-term benefits, such as the State contributory pension, widow's or widower's pension or surviving civil partner's contributory pension.

I am happy to have the opportunity to speak in the Seanad about supporting, embedding and realising a return on investment in science, technology and innovation for national competitive advantage. It is at the heart of what we do. We do not invest for investment's sake but in order that Ireland can gain a competitive advantage and prosper economically. Investment must result in jobs. Senators will be aware the Government has set job creation and retention as one of its key priorities in the programme for Government. This is what drives the work of my Department and that of other key Departments as we seek to provide a better future for our young people and society in general.

 

 

Sherlock speaks on Patents Amendment Bill

 

The Patents (Amendment) Bill 2011 is a short but very important Bill amending three sections of the Patents Act 1992, to allow for the eventual ratification by Ireland of the London agreement. I will set out the context in which I am bringing this Bill before the House today. Patents are central to supporting innovative businesses in several ways. Patents add economic value to inventions by giving them a monopoly right for a fixed term to enable the commercial exploitation of ideas in the market place. However, in return for that monopoly the inventor must agree to have the details of the invention published. The publication of patents enables research and encourages research, allows business in technical fields to stay abreast of the state of the art and encourages further innovation. It also helps to create co-operative links between inventors, investors and manufacturers through patent licensing.

SHERLOCK RAISES MIDLETON SCHOOLS PLIGHT IN THE DAIL

I raise this matter in the context of the fact that €300 million is spent annually in Cork on prefabricated buildings in the primary school sector. Today, we learned through RTE that €330 million of the budget of the Department of Education and Skills has not yet been spent. I use the particular example of Midleton because three primary schools are housed in inadequate conditions. I put the question to the Minister about the educational needs of Midleton in the future and the answer stated: "School accommodation requirements in the Midleton/Carrigtwohill area have been considered as part of this detailed study of the identified areas, which indicates that up 38 additional primary classrooms may be required across that area to cater for increased enrolments up to the school year 2014/15

The motion speaks to the very notion of capacity and that there will be no further loss of capacity. We support that very notion. In regard to the reconfiguration process, in particular as it pertains to hospitals such as Mallow General Hospital, there is often the accusation that we are being overtly parochial. It must be remembered that a hospital like Mallow General Hospital will serve more than 100,000 people and will have approximately 100 GPs referring to it

DENTAL TREATMENTS FOR MEDICAL CARD HOLDERS
Seán Sherlock (Cork East, Labour) I put a parliamentary question to the Minister on the issue of the dental treatment services scheme asking what constituted an emergency in terms of who could benefit. In her reply, the Minister stated an emergency is determined by the treating clinician, the contracted general dental practitioner, in agreement with the local HSE. Dentists throughout the country are trying to provide emergency treatment under this scheme for people with severe disabilities and people with other conditions, such as a person with Alzheimer's disease in a case of which I am aware
